Drought conditions have expanded over the past three months to include most of Georgia. The major exceptions are north-central and northeast Georgia, where conditions are rated as abnormally dry. Additionally, Bibb, Crawford, Macon, Peach and Houston counties are classified as being abnormally dry.
During the late summer and fall, Georgia depends on tropical weather to bring much-needed rain. This fall has been very dry with most of the state receiving less than 70 percent of normal rain. Many locations in the coastal plain and coastal Georgia have received 50 percent or less of normal rain over the past three months.
Soil moisture conditions along the Georgia coast into southeast Georgia are near the 1st percentile for this time of year. Being at the first percentile, we would expect more moisture in the soils in these areas 99 out of 100 years.
Also, the Okefenokee Swamp is very dry.
Seasonally adjusted stream flows are slowly declining across the state. Stream flows respond to drought more slowly than soil moisture. The bountiful rain that Georgia experienced last winter and spring has helped to keep stream flows near normal for most of the fall. However, in recent weeks the dryness is starting to show in decreased stream flows. Flows are particularly low in northwest Georgia, where most streams are at the 10th percentile or lower, meaning stream flows would be greater 90 out of 100 years in this area.
Wildfire risks have increased across the state due to dry conditions and falling leaves. Anyone outdoors should be cautious when using equipment that can cause sparks. Special vigilance is needed with any outdoor fires. Check with the local fire department or the Georgia Forestry Commission concerning restrictions and outdoor burn permits.
Georgia depends on winter and spring rains combined with cool temperatures to recharge soil moisture, groundwater, streams and reservoirs. The fall and spring climate outlooks do not hold much promise for drought recovery. Climatic conditions are expected to be warmer than normal and drier than normal through the spring.
Georgia should see some improvement in soil moisture and stream flow conditions in early spring since moisture loss due to evaporation and plant water use is lower during cool months. This improvement in moisture can be misleading. Relative to normal recharge during this period and this winter is expected to be limited.

GA Tech Plan Keeps Green Space, Water Conservation Efforts Moving Forward
Although Georgia Gov. Sonny Perdue announced on June 10 the state drought was over, Georgia Tech will continue its path of conservation, both by continuing landscaping projects to increase the Institute’s green space and expanding upon new water conservation and reclamation methods.
These projects ”the Clough Undergraduate Learning Commons (CULC), the Challenge Course, the Marcus Nanotechnology Building, the Old Civil Engineering building and Tech’s Eco-Commons” fall under the Institute’s Landscape Master Plan.
Proposed in 2004 and established in 2006, Tech’s Plan goes beyond that of most universities and organizations, striving to develop “an integrated, ecologically based landscape and open space system that helps Tech achieve its goal of environmental sustainability; a landscape that enhances the living, working and learning environment; and a landscape that unifies the campus and gives it a distinct sense of place.”
Specific goals include reclaiming impervious surfaces ”parking lots and paved areas” for green space and establishing the goal of 55 percent tree canopy and 22 percent woodlands coverage around the campus.
“It’s a very unique feature,” said Landscape Architect and Master Planner Anne Boykin-Smith. “Most campuses cite their outdoor furniture ”benches, accessories, that sort of thing. Ours explains how we treat the soil in different zones of campus before we plant, and what plants are preferred.”
In addition to separating the campus into zones, Boykin-Smith says the plan defines campus “design corridors,” to establish a consistent style among streetscapes throughout campus. The document also aids with Landscape Services in Facilities to maintain what has been planned, planted and built. The Campus Tree Care Plan, required to be named a Tree Campus USA (for which Tech was nationally recognized in 2008), was established as a collaborative effort between Facilities and Campus Planning & Space Management.
During the planning process in 2004 for the Campus Master Plan, CPSM hired landscape architect and Institute consultant Rob Fisher of Robinson Fisher Associates of Athens, Georgia to craft the Landscape Master Plan. Now in its third year, the plan will be updated in the coming months to include lessons learned and other long-range project opportunities.
“We’re really just cutting our teeth on it,” she said. “Many projects ”[landscaping at] Klaus, Old CE and others” were well under way when we started the Plan. The CULC is one of the first buildings [started] under the plan.”
During the nearly two-year drought, Tech has continues to move toward more sustainable solutions for irrigation, such as using cisterns for capturing rain water and air-conditioning condensate, as well as using an underground aquifer for watering the stadium. With the plan, Boykin-Smith and CPSM Director Howard Wertheimer are taking a more strategic look at cistern locations around campus, both above and below ground.
“During the drought, Georgia Tech developed and implemented numerous campus-wide water conservation strategies to reduce our reliance on potable water,” Wertheimer said. “As such, we will continue on our existing course of water conservation, while looking for even greater opportunities to develop new water conservation strategies.
"One such strategy is the development and implementation of a Geographic Information Systems “based Cistern Master Plan where we will systematically capture rainwater and building condensation to meet our landscape irrigation needs and for campus water features, combined with computerized irrigation water management systems that control and monitor real-time environmental conditions such as flows, daily weather and soil moisture content.”
The current campus approach places cisterns near buildings as they are constructed or renovated. Boykin-Smith says that the strategic plan, utilizing the College of Architecture’s Center for Geographic Information Systems (CGIS) mapping technology, will place cisterns more regionally, rather than within the limits of a typical building project. Cisterns placed near CULC, for instance, will help water more than just the building-specific landscaping.
“The ultimate goal is to fully eliminate the Institute’s use of potable water to manage our irrigation needs,” Wertheimer said.
Current projects
Landscaping for the Old Civil Engineering Building and the Marcus Nanotechnology Building, as well as the Atlantic Drive Promenade streetscape, has been completed. On West Campus, work has been completed on Alumni Park, allowing for better use of the two sand volleyball courts. “We solved the drainage problems and made it larger,” Boykin-Smith said.
While utility work is ongoing for the planned CULC, CPSM is currently working with Facilities on the building’s planned hardscaping, (paving and walkway surfaces).
Construction continues on the Institute’s Challenge Course, with a completion anticipated in early August.
A cantilevered concrete deck is being constructed behind the Molecular Science and Engineering building, overlooking the proposed Institute Eco-Commons. Expected completion is late July.
Upcoming projects
Tech’s Eco-Commons is a storm-water management and green space reclamation project, with the primary basin stretching from Couch Park to the President’s Glade. A prominent water feature near the overlook at the Molecular Science and Engineering building and a network of shade trees will help manage the storm water runoff better. “Water that goes into cisterns or into trees doesn’t go into pipes,” Boykin-Smith said. In addition to providing storm water management and a wooded area for campus, a main affect of the Eco-Commons is to reduce Tech’s contribution to the city’s combined sewer system, thereby reducing the quantity of water that must be chemically treated.
Tech Green, the open area west of the CULC, will be graded into more of an open-field space, Boykin-Smith said. The Current Campus Master Plan identifies a frontal addition to the Van Leer building, which will eventually form a steps-and-stage area at the northern end of Tech Green.

March rain soaks Georgia’s drought
While temperatures were near normal for March in Georgia, rainfall was well above normal, according to data collected by the National Weather Service. Precipitation was below normal only along the state’s northern and southern borders and east-central area.
During the month, Atlanta received 7.13 inches (1.75 inch above normal), Athens 7.05 (2.06 inches above normal), Columbus 12.70 inches (6.95 inches above normal), Macon 7.78 inches (2.88 inches above normal), Savannah 2.84 inches (1.16 inches below normal), Alma 8.20 inches (3.40 inches above normal), Brunswick 3.61 inches (0.32 inches below normal) and Augusta 4.38 inches (0.23 inches below normal).
Georgia volunteer observers with the national Community Collaborative Rain, Hail and Snow Network reported that the largest one-day rain amount was 7.15 inches on March 29 in Miller County in southwest Georgia. Other observers in the region reported 6 inches on that date in Albany and Tifton.
Observers reported snow early in the month as a low pressure area moved through southern Georgia, bringing wintry conditions to the northern part of the state. A band of snow fell along a line from Columbus to Toccoa with the heaviest amounts, over 8 inches, falling northeast of Athens.
Several temperature records were tied during the month. Athens tied a record high of 84 degrees Fahrenheit on March 9. Savannah tied its record of 26 F on March 4 and 5.
Most NWS stations reported mean temperatures a half of a degree above normal for the month. Macon reported the highest above-normal departure at 1 F. Alma reported the lowest below-normal departure at 1.6 F.
Severe weather hit the state several times in March. On March 15, a weak tornado was reported near Putnam in Marion County.
On March 26 and 27, scattered fallen trees, small hail and building damage occurred while a stationary front was located over central Georgia.
On March 28, widespread severe weather occurred in southern and central Georgia. Weak tornadoes were seen in Miller and Dooly counties, along with hail up to 1.25 inches in diameter and scattered wind damage. Heavy rains contributed to local flooding.
Due to the heavy rainfall across most of Georgia, drought levels in many parts of the state were reduced or eliminated. The exceptions to this reduction were the Lake Lanier and Lake Hartwell watersheds and parts of southeastern Georgia, where rainfall in March was below normal.

Georgia drought free except Lanier, Hartwell basins
All of Georgia except the Lanier and Hartwell basins are now out of drought. Several days of heavy rain across the southern two-thirds of the state have alleviated the remaining drought conditions in south Georgia.
The Lake Lanier and Lake Hartwell basins remain in moderate drought. Lake Lanier is a major source of water for much of metropolitan Atlanta. On the Savannah River, Lakes Russell and Clarks Hill remain abnormally low for early April.
Soil moisture statewide is near normal for early April. In scattered areas across south Georgia, soil moisture is currently above normal.
Stream flows across the southern two-thirds of Georgia are well above normal. Daily record-high flows are being set on many rivers and creeks in southwest and south central Georgia. Drowning is a major cause of weather-related deaths in the U.S. Most of drowning deaths result from people driving vehicles into flooded roadways.
When a roadway is covered with water, it is virtually impossible to know the true depth of the water. It only takes a few inches of water to float a car and lead to disaster.
Additionally, when a road is covered with water it is very difficult to tell if the road has been washed away or the bridge has been undermined. The safest rule is if the road is covered with water, all drivers should “turn around, don’t drown,” as directed by the National Oceanic and Atmospheric Administration's safety campaign.

March rain relieves Georgia drought
An unusually wet March has brought major drought relief to north Georgia. Only the Lake Lanier and Lake Hartwell basins are now in drought. The remainder of north Georgia is drought-free.
Abnormally dry to moderate drought conditions continue across south Georgia, however.
Though relief has come, long-term rainfall deficits are still a concern. Small and medium reservoirs are full. The major exceptions are Lake Lanier and the Savannah River Valley reservoirs Hartwell, Russell and Clarks Hill.
Rain across the piedmont and mountains have resulted in the soil moisture being near normal for the end of March. However, soils across south Georgia remain abnormally dry.
The counties in north Georgia classified as being in moderate drought are Union, Towns, Rabun, Lumpkin, White, Habersham, Hall and Stephens. With the exception of northwest Georgia, which has normal moisture conditions for late March, the rest of north Geogia is classified as abnormally dry because of long-term rain deficits.
Coastal plain counties in south Georgia are classified as being abnormally dry or in moderate drought. Abnormally dry counties are south and west of Muscogee, Chattahoochee, Marion, Schley, Sumter, Lee, Worth, Colquitt and Brooks. The remaining coastal plain counties are classified as being in moderate drought.
Currently the climate pattern is a weak La Niña pattern tending toward a neutral pattern. A typical weak La Niña spring brings wet weather across the northern piedmont into the mountains, just like north Georgia experienced in March.
However, across the coastal plain and southern piedmont, a weak La Niña spring is usually warm and dry. Outside the series of storms that crossed the coastal plain over the last several days, the expected La Niña pattern has occurred.
Moisture conditions are in good shape across most of the state’s northern half, but the typical moisture recharge period will be ending soon. By the middle of April, plants are in full spring growth and using tremendous amounts of water.
By the middle of April we can expect the soils to begin to dry because of increased plant water use. Additionally, by the middle of April, temperatures are routinely in the 70s to low 80s. This means that evaporation will increase. This late spring and summer drying is normal.
The outlook is for a few more weeks of recharge followed by the normal drying of the soils due to plant water use and evaporation. May is usually a dry month. Little recharge is expected from May through October, but this is typical for Georgia.
The big unknown is what the tropics will bring Georgia this summer and winter. Much of the state’s late summer and fall rain comes from tropical disturbances. Without moisture from the tropics, August through October can be very dry. At this time there are no clear indications of how much rainfall the summer will bring.

Registered Georgians Can Water New Outdoor Plantings Longer
Georgians are taking water conservation seriously, saving up to 180 million gallons per day in counties under the level 4 drought category. And many of these people still give their plants the water they need to grow.
Between June 2007 and June 2008, water use was down 20 percent in 55 north Georgia counties. Helping in that reduction were Georgians who pledged to reduce their outdoor water use by 10 percent through the Outdoor Water Use Registration Program (outdoorwateruse.com). The program was developed by the University of Georgia Center for Urban Agriculture, along with the Environmental Protection Division and the Urban Ag Council.
As of February 2009, 22,200 people had completed the program either through local UGA Cooperative Extension Service offices or online.
They’re reducing, not eliminating, water use.
“The long and short of it is, the governor wanted reassurance that citizens would use water in the most efficient way possible and recognize that landscapes are essential,” said Todd Hurt, a UGA Extension water specialist. “We need to water a little bit so all our soil doesn’t wind up in lakes and rivers.”
Soil erosion is the No. 1 pollutant in rivers, he said. Plants hold the soil in place and help it absorb water after a rain.
In Oct. 2007, a complete outdoor watering ban was issued in many parts of Georgia. The state soon learned that when outdoor spigots turn off plants die, soil washes away and Georgia’s $8 billion plant industry shrivels.
The plant, or green, industry lost an estimated $230 million a month and 35,000 jobs during that drought. Cities and counties that sell water through local utilities lost revenue.
The UGA Center for Urban Agriculture created the program to help soothe some of the problems watering bans create. The program went live in Feb. 2008 when Gov. Sonny Perdue signed an order allowing limited outdoor watering.
The program, Hurt said, allows landscapes that have been in the ground less than 30 days to be watered longer than 25 minutes at a time. Only property owners in areas under level 4, level 4A or level 4B droughts need to complete the program and become certified. Level 4C allows for watering three days a week, therefore the certificate would not be a benefit.
People certified through the program can use their irrigation systems if they pledge to use less water than they did before the drought.
“You would take your certificate and post it in your landscape,” Hurt said, “and that would allow you to water on the odd-even system from midnight to 10 a.m. for 10 weeks.”
Some local water providers ask for the certificate before issuing a local watering permit, he said.
The program is composed of a 40-slide presentation and certification quiz. It covers topics such as Georgia’s water basins, where water originates, water use, landscape value, how to water efficiently, where to put plants, mulch and how to find alternative water sources.
It’s hard to teach water conservation in a state that receives as much as 50 inches of rain a year, Hurt said. Some states get less than 5 inches.
“We have to find ways to capture (water) and reuse it in a wise fashion,” he said. “We can’t give up our landscapes. We can’t plant cactus. It’s going to rot when the rain comes back.”
Hurt is revamping the program to focus more on sustainable landscapes and less on drought.
Georgia’s plant industry hasn’t recovered, yet, he said. The number of new landscapes being installed is still greatly reduced. The program has helped, though.

State Severely Lacking in Rainfall
Due to an abnormally dry January and February, drought conditions have returned to much of Georgia. And it could get worse.
By the end of last year, the state, with the exception of the northeast quarter, wasn’t in drought.
This has changed.
Northeast Georgia remains in severe to extreme drought conditions. Northwest Georgia is classified as being abnormally dry. The southwest and extreme southeast parts of the state are in mild drought.
More specifically, extreme drought conditions are currently found in Hart, Elbert, Madison, Oglethorpe, Clarke, Jackson, Banks and Stephens counties.
Severe drought conditions are found in Lincoln, Wilkes, Oconee, Barrow, Hall, Lumpkin, White, Habersham, Fannin, Union, Towns and Rabun counties.
Mild drought conditions are found in Camden and Charlton counties as well as south and west of Chattahoochee, Marion, Schley, Sumter, Lee, Worth, Colquitt, Cook and Lowndes counties, inclusive.
Abnormally dry conditions are found in the northwest Georgia counties of Dade, Walker, Catoosa, Whitfield, Chattooga, Gordon, Floyd and Bartow.
The remaining 102 counties are in moderate drought.
The cool season – October through April – is critical for the state. That’s when it typically receives moisture recharge to the soils, groundwater, rivers and reservoirs. Without significant rain in the next two months, Georgia is primed for another year of drought.
Over the past 30 days, almost the entire state has received less than half of normal rain. Much of the northern coastal plain has received less than a quarter of normal rain.
Over the past 60 days, less than half of normal rain has been reported south of a line from Heard to Henry to Morgan to Clarke to Elbert counties, inclusive. Much of the northern coastal plain has received less than a quarter of normal rain over the past 60 days.
While the past two months have been extremely dry, total rain since Oct. 1, the beginning of the recharge period, has been near normal across southwest and northwest Georgia and the lower Savannah River basin.
Stream flows across the piedmont and northern coastal plain are at or near record low flows for late February. Across the southern coastal plain, stream flows are near normal to abnormally low, but are not at record low flows.
The major reservoirs of Lanier, Hartwell, Russell and Clarks Hill remain near record lows with diminishing hope for recharge unless there is a major weather pattern shift over the next few months.
Groundwater levels are generally near normal across southwest and northwest Georgia. The levels are abnormally low across much of the northern coastal plain and the piedmont.
Groundwater levels can and do vary over very short distances especially when measurements are taken from different aquifers.

More Variable and Uncertain Water Supply: Global Warming’s Wake-Up Call for the Southeastern U.S.
The second major drought of the last decade is a wake-up call for the Southeast United States, showing the region’s vulnerability due to its reliance on scarce supplies of fresh water.
The region has been operating under the best-case water availability for the last 50 years, during which drought conditions were relatively rare. But, the region has historically experienced regular droughts. Global warming is the future wildcard, potentially causing both more extremely dry periods and more heavy rainfall events. At the same time, warming-induced sea-level rise will increase the risk of saltwater intrusion into important groundwater aquifers.
A new report from National Wildlife Federation offers the latest scientific research on global warming and water supplies, competition for resources, demographic factors, and how to better prepare for managing the region’s water availability challenges.
“Since 1960, the region’s population doubled and water use for municipalities, irrigation, and thermoelectric power more than tripled. The Southeast is one of the fastest growing parts of the country,” said Amanda Staudt, Climate Scientist for National Wildlife Federation.
In fact, 58 of the 100 fastest growing counties in the nation are in the nine states of the Southeast. The report includes information about Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia.
More Variable and Uncertain Water Supply: Global Warming’s Wake-Up Call for the Southeastern U.S. details how:
Water supplies in the Southeastern United States will be more variable and uncertain in the coming decades;
Rapidly expanding population, irrigation, and thermoelectric power use has increased water demand;
Recent droughts underscore the Southeast’s vulnerability;
The astonishing biodiversity of the Southeast is at risk; and
The Southeast should plan for increasing variability in water supplies.
Strategies for meeting the increasing demand for water in the Southeast have not typically accounted for the regular occurrence of drought, as illustrated by recent droughts. During 2007 alone, crop losses are estimated at more than $1.3 billion and wildfires ravaged 600,000 acres in Georgia and Florida.
Climate changes will affect water supplies to communities and put the amazing biodiversity of the Southeast at risk. The river basins of the Southeast are globally renowned for fish, mussels, salamanders and other freshwater species, many of which are already imperiled. Climate change—and the increasingly extreme weather patterns it brings—now poses new threats to these species.
“Global warming presents new challenges for managing America’s water resources, especially in our southeastern states,” added Dr. Staudt. “To prevent the worst impacts of climate change and limit the impacts on communities and wildlife, we must reduce global warming pollution.”

Drought Tightens its Grip on North Georgia
Drought conditions continue to grow harsher across north Georgia. Water levels in reservoirs and streams are at or near record lows across most of the region. Groundwater levels are also low.
Lake Lanier, a primary water source for metro Atlanta, is at a record low for mid-November. The previous mid-November record low was at this time last year.
Hartwell, Russell and Clarks Hill lakes in the Savannah River basin are at record low levels. Both Russell and Clarks Hill have less than two feet of usable pool left. Hartwell water levels are dropping very quickly in order to meet downstream needs. The U.S. Army Corp of Engineers reports that the remaining conservation pool for Hartwell is 34 percent, for Russell it’s 32 percent and for Clarks Hill it’s 10 percent.
Even with normal seasonal rains, it’s doubtful that Lanier, Hartwell, Russell or Clarks Hill lakes will fully recover this winter.
Major rivers that are at record low flows for mid-November include the Etowah River at Canton, the Chattahoochee River near Cornelia, Chestatee River near Dahlonega, the Middle Oconee River at Athens, the Broad River near Bell, the Little River near Washington, the Oconee River at Dublin and the Altamaha River near Baxley.
Because of the extremely low stream flows, many counties in north Georgia have had their drought level classifications changed to a more intense level.
Exceptional drought – the most severe drought level - now exists north and east of a line running through Lincoln, Wilkes, Olgethorpe, Oconee, Barrow, Gwinnett, Hall, Forsyth, Cherokee, Pickens, Gilmer and Fannin counties. This region includes Athens, Gainesville and Atlanta’s northern suburbs.
Extreme drought conditions are now in Columbia, Richmond, McDuffie, Glascock, Taliaferro, Warren, Hancock, Greene, Morgan, Walton, Gwinnett, north Fulton and Cherokee counties. The extreme conditions are also in parts of Pickens, Gilmer, Fannin and Murray counties.
Most of the remaining area north of the fall line is in severe drought. Heard, Troup, Harris and most of Talbot and Muscogee counties are in moderate drought.
The ocean-atmosphere system is in what climatologist call a neutral pattern, meaning it is in neither an El Niño nor a La Niña pattern. Historically, neutral-pattern winters have been very variable.
There is no strong indication that the winter of 2008-09 will be abnormally wet or dry. The trend over the past 15 years, however, has been for dry winters.
There is also no strong indication that the winter will be abnormally warm or cool. An important historical observation is that every major devastating freeze has occurred during a neutral-pattern winter.
With recent winters being our best guide, the most prudent response is to assume that this winter will tend toward the dry side. Water conservation efforts should continue.

Georgia’s Drought Gets Worse on Dry September
Tropical Storm Fay brought beneficial rain to Georgia in late August. But a very dry September has led to the return of low stream flows across the state and worsened drought conditions.
All streams in Georgia except those originating in the extreme southern counties are extremely low. Most streams in the state’s northern half are at or near record low flows for this time of the year.
Because of the extremely low stream flows, many counties have had their drought level classification changed to a more intense drought level.
The region now in extreme drought is north and east of a line from Burke, Jefferson, Washington, Hancock, Putnam, Morgan, Walton, Gwinnett, north Fulton, Cherokee, Pickens and Murray counties. This includes the cities of Athens, Augusta, Blairsville, Clayton, Cumming, Gainesville and Madison. Extreme drought conditions occur about once in 50 years.
Severe drought now exists north of a line from Screven, Jenkins, Candler, Toombs, Jeff Davis, Telfair, Ben Hill, Wilcox, Dooly, Macon, Schley, Marion, Chattahoochee counties. It includes Atlanta, Columbus, Macon and Rome. Severe drought conditions occur about once in 20 years.
Moderate drought conditions exists in Appling, Bacon, Bullock, Coffee, Crisp, Effingham, Evans, Irwin, Pierce, Quitman, Stewart, Sumter, Tattnall, Turner and Webster counties. Moderate drought conditions occur about once in 10 years.
Mild drought conditions are found in Atkinson, Berrien, Brantley, Clay, Lanier, Lee, Long, Randolph, Terrell, Tift, northern Ware, Wayne and Worth counties. Mild drought conditions occur about once in seven years.
Abnormally dry counties are Baker, Brooks, Bryan, Calhoun, Camden, Charlton, Chatham, Clinch, Colquitt, Cook, Decatur, Dougherty, Early, Echols, Glynn, Grady, Liberty, Lowndes, McIntosh, Miller, Mitchell, Seminole, Thomas and southern Ware.
The biggest concerns over the next several weeks will be stream flows and soil moisture.
Lake Lanier is at a record low for this time of the year.
In the Savannah River basin, Clarks Hill Reservoir only has 2.78 feet of usable pool remaining, Lake Russell 1.31 feet and Lake Hartwell 19.57 feet. Since Lake Hartwell is at the top of the basin, its water will be used to support downstream reservoirs and other water needs. Lake Hartwell’s water level is expected to drop significantly over the next several weeks.
Farm ponds are showing the lack of rain. Beef and dairy producers are having to move cattle for drinking water purposes or find alternative water sources.
Low soil moisture in the fall can be good for harvesting some crops. But not all farmers benefit from the dry conditions. The dry weather will likely prevent some from getting another cutting of hay. It will also inhibit the planting of small grains and over seeding of pastures.
The probability for meaningful drought relief over the next couple of weeks is low. October is still in the tropical storm season. But the likelihood of tropical weather impacting Georgia diminishes rapidly as the month progresses.

Trees Fall Victim to Georgia's Drought
An increasing number of trees are falling victim to Georgia’s ongoing drought, according to the Georgia Forestry Commission. “The lack of rainfall is impacting shade trees and has also caused a decrease in timber production for the past growing season,” said James Johnson, GFC Staff Forester. “Both pine trees and hardwoods are dying, but species within the red oak group in urban areas are prompting the most attention. Homeowners should be taking preventive measures now,” he said, “because by the time obvious symptoms appear, it may be too late.”
Johnson said large trees require several hundred gallons of water each day to stay healthy, but any supplemental water applied will be beneficial. Trees should be watered thoroughly underneath their “drip line,” the area beneath the canopy where rainfall drips to the ground from the tree’s foliage and where “feeder roots” transport moisture to the trunk.
“Certain types of “gray water” can be used to sustain your trees,” explained Johnson. “Water from dish or clothes washing can be used without fear because they are diluted solutions that won’t harm the tree.”
Johnson said drought-stressed trees should not be fertilized because that can spur branch growth and put further strain on the tree’s limited water supply. One thorough watering each week is more effective than several light waterings, according to Johnson. “Trees suffering from the drought are also more susceptible to diseases and insects,” Johnson said, “so check them regularly to prevent damage.” Johnson recommended mulching to help hold moisture in the soil, which is especially beneficial for shallow-rooted species such as dogwood. As cooler weather approaches, trees will require less moisture and supplemental water isn’t necessary, according to Johnson.

Water Seminar to Focus on Business’ Role
While a number of smaller lakes and reservoirs have recovered from last year’s searing draught, Lake Lanier, a main water supply for much of metro Atlanta, remains low and state environmental leaders say conservation will be as important as ever as we head through what promises to be a long, dry summer.
To highlight what business can do, should be doing, and is doing, to conserve water , Georgia State University’s Center for Ethics and Corporate Responsibility will host a day-long seminar featuring top environmental experts, executives from some of the area’s most environmentally-conscious companies and local government leaders, including Atlanta Mayor Shirley Franklin.
Water: A Natural Resource in Peril will be presented from 8 a.m. to 4 p.m. July 17 at the Georgia Aquarium, 225 Baker Street.
Linda DiSantis, an executive-in-residence at the J. Mack Robinson College of Business’ ethics center and the seminar’s lead organizer, says more and more companies are thinking about their environmental impact and use of natural resources.
Beyond companies that use water in production, like beverage bottlers who depend on a continuous supply of clean water, she said companies are thinking about how their use of resources is viewed, and how to make their operations sustainable.
“Companies need to behave responsibly because water is a limited resource and if they are viewed as not being responsible, they could suffer the consequence of a backlash,” she said. “It’s not something you do just because it’s a nice thing to do. It’s an important strategy issue.”
Presenters at the seminar will include keynote speaker David Orr, the Paul Sears distinguished professor of environmental studies and politics at Oberlin College, and Jason Morrison, director of the Pacific Institute’s Globalization Program and a project coordinator for the U.N. Global Compact CEO Water Mandate.
Their discussions will give attendees a “big picture” view of the world’s water resources, said Steven Olson, the director of the Center for Ethics and Corporate Responsibility.
“A lot of people in the room – it’ll be a real eye-opener for them,” Olson said.
Greg Koch, the Coca-Cola Co.’s director of Global Water Stewardship; Jeff Carrier, the sustainability manager for the Carpet and Rug Institute; and Gary Black, president of the Georgia Agribusiness Council will address best practices and water usage by the private sector during a panel discussion.
Olson says the carpet industry tackled its water use years ago, and can be viewed as an example of how companies can work together within an industry to solve environmental challenges.
“They’ve had to really get their hands around this,” Olson said. “Many of these sustainability issues can’t be addressed at the firm level. They have to be addressed at the industry level.”
Atlanta’s Mayor Franklin, who has dubbed herself the “sewer mayor,” is expected to discuss where business stands as the city grapples with water supply and infrastructure issues. The city is in the midst of a massive $1 billion sewer rebuilding project and the sewer plan is just one part of the $3.8 billion Clean Water Atlanta initiative to improve drinking water and reduce pollution.
Gail Cowie, a senior planning and policy advisor from the Georgia Environmental Protection Division, will also give an overview of the statewide water plan, adopted by lawmakers and signed into law in February, and explain what will be expected of business under the plan.

Georgia Slips into Deeper Drought

With June temperatures routinely hitting the 90s and little rain so far this summer, drought conditions have worsened across Georgia.
Conditions in the western half of south and middle Georgia have deteriorated the most. A few weeks ago, these regions were classified as abnormally dry. They are now in severe drought.
Severe drought now exists west and north of a line crossing Lowndes, Cook, Tift, Turner, Crisp, Dooly, Houston, Bibb, Jones, Baldwin, Hancock, Glascock, Warren, McDuffie and Richmond counties. It includes Albany, Atlanta, Augusta, Columbus, Macon and Rome. Severe drought conditions occur about once in 20 years.
Much of north Georgia is in extreme drought. This includes an area north and east of a line crossing Lincoln, Wilkes, Taliaferro, Greene, Morgan, Walton, Gwinnett, Forsyth, Dawson, Gilmer and Fannin counties. The cities are Athens, Blairsville, Clayton, Cumming, Gainesville and Madison. Extreme drought conditions occur about once in 50 years.
Moderate drought conditions exists in Echols, Lanier, Berrien, Irwin, Ben Hill, Wilcox, Pulaski, Dodge, Bleckley, Twiggs, Wilkinson, Laurens, Washington, Johnson, Jefferson, Burke, Jenkins, Screven and Effingham counties. Moderate drought conditions occur about once in 10 years.
Clinch, Atkinson, Coffee, Telfair, Wheeler, Treutlen, Emanuel, Candler, Bullock, Evans, Liberty, Bryan and Chatham counties are in mild drought, which occurs about once in seven years.
Abnormally dry counties are Camden, Charlton, Ware, Bacon, Jeff Davis, Montgomery, Toombs, Tattnall, Long and McIntosh.
Currently, the only counties not in drought are Glynn, Brantley, Pierce, Appling and Wayne. However, a hot, dry July could cause drought to develop rapidly.
The biggest concern over the next several weeks will be stream flows and soil moisture.
Almost half of the U.S. Geological Survey stream gauges across Georgia are at record low flows as of June 25. This analysis includes only gauges with a minimum of 30 years of records. It doesn’t include gauges on the Chattahoochee River below the Buford Dam or gauges on the Savannah River.
Streams at daily record low flows include the Chattahoochee River near Cornelia, the Etowah River at Canton, the Notteley River near Blairsville, the Chattoga River near Clayton, the Broad River near Bell, the Flint River near Carsonville, Oakfield, Albany and Newton, the Oconee River at Athens, Milledgeville and Dublin, the Ocmulgee River near Jackson and Lumber City, the Ohoopee River near Reidsville, the Withlacoochee River near Quitman and Ichawaynochaway Creek near Milford.
Several streams are at or below their 7Q10 flow value, which is the 7-day flow that has only a 10 percent chance of occurring in any given year. When it does happen, it typically occurs in September or October, when stream flows are normally at their lowest for the year.
Seeing streams at or below the 7Q10 in late June indicates the severity of the current conditions.
Streams currently below their 7Q10 are the Broad River near Bell, the Little River near Washington, the Ocmulgee River near Jackson, the Oconee River at Dublin, the Flint River at Carsonville and Ichawaynochaway Creek at Milford.
Streams slightly above their 7Q10 are the Middle Oconee at Athens and the Chattooga River near Clayton.
Soil moisture levels are extremely low north of a line from Seminole County to Screven County.
North of a line from Chattahoochee County to Richmond County the levels are at or below the 10th percentile. At this percentile, we would expect more moisture in the soils 90 out of 100 years in late June.
North of a line from Columbia County to Hall County to Fannin County, levels are at or below the 5th percentile. At the 5th percentile, we would expect more moisture in the soils 95 out of 100 years in late June.
Farm ponds, especially ones not fed by springs, are showing the lack of rain. Many ponds didn’t receive adequate recharge during the winter and entered the summer already low.
Through October, Georgia’s best chance for widespread drought relief will be tropical disturbances. The tropics usually don’t become active until late summer.

Rain Provides Water Shortage Solution
Water bans may still be in place for many Georgia residents, but they can keep their gardens growing and lawns watered. All it takes is a roof, a gutter, a tank, a little rain and some ingenuity.
“In rainwater, we can have a really good solution to our irrigation problem,” said Frank Henning, a watershed agent with University of Georgia Cooperative Extension. “When we start to look at how much water can be harvested from an average size rooftop, the quantities are there, even in a drought year like 2007.”
He’s not talking about catching it in a rain barrel, although any water saved is better than sending it all into roads and streams as runoff. Henning is encouraging Georgians to take a lesson from some of their Western neighbors and install a rainwater holding tank.
For Billy Kniffen of Menard, Texas, it takes more than a rain barrel to collect enough water to keep his entire household going. His drinking water doesn’t come from a municipal supply or a well. It comes from rain harvesting.
“Rain is my only source of water,” he said, which he purifies before he drinks it. “If I run out, I run out of water. Every raindrop is very valuable.”
Kniffen is an extension agent for Texas A&M University. He and his wife rely on less than 5 inches of rain per year for their indoor water needs. For comparison, Atlanta got 25.48 inches of rain in 2007, an extremely dry year, according to UGA’s Georgia Automated Environmental Monitoring Network (www.georgiaweather.net).
In Georgia, 9.5 million people depend on a clean water supply. Half of the state’s population lives in 12 urban counties, with the rest spread out among 147 other counties.
“How can we work to still have the vegetative growth we enjoy?” Henning said. “Rain catchment is one of the better solutions.”
Rain catchment, or harvesting, can be anything from a grouping of 50 gallon barrels connected by tubing to Kniffen’s five 3,000-gallon tanks. Kniffen’s tanks are connected to his roof, where every inch of rainfall produces just over a half gallon of water per square foot of roof. In his case, the 5,900 square feet of roof on his home and barn captures about 2,900 gallons of water per inch of rain.
His system cost $6,500 in 2003, not including gutters or labor. In comparison, a 50-gallon rain barrel costs $100 and up.
Henning isn’t advocating disconnecting from the water main. He does encourage Georgians to use rainwater. After catching it, he says to zone landscapes according to plant water needs, determine which plants really need water and then “work that into your rain harvest scheme.”
“Even in a drought year, we can collect enough water to irrigate ornamental plants in most landscapes,” Henning said.
On San Juan Island in Washington state, Tim Pope can’t connect to a water main, because there isn’t one. Pope has been building rainfall catchment systems in the Pacific Northwest for about 15 years. He can guarantee his clients fresh water, something wells can’t always provide. The island is “rocks next to salt water covered in clay,” he said. And sometimes that salt water breeches a well’s fresh water source.
Pope’s goal is to make rain harvesting systems as easy as possible for homeowners. But he also reminds them “the water we get out of the sky, although it’s probably the best water we can get, still isn’t perfect.”
To that end, most rain harvesting systems have a screen somewhere on the downspout to filter out large debris. Pope then follows the screen with a ceramic carbon block for sediment filtration and an ultraviolet light to kill bacteria and disinfect the water.
Once a rain harvesting system is in place, upkeep is the homeowner’s responsibility.
“Three things in life are certain,” Kniffen said. “Death, taxes and another drought is on its way. Conservation is the No. 1 thing we need to do. Rainwater harvesting is just one piece, but it’s a very important piece.”

Drought Spreads to S. Ga., Conditions May Worsen
If dry conditions persist, Georgia is in for a very hot summer. If the drought intensifies, temperatures across the mountains could reach into the middle to upper 90s while the piedmont bakes in the low 100s. Across the coastal plains temperatures in the 104 to 106 range may not be out of the question.
Georgia is entering the climatological summer. Climatologists define summer as June, July and August. This year’s astronomical summer, the summer solstice, begins June 21.
Drought conditions have already spread into south-central and southwest Georgia. Much of southeast and coastal Georgia is now abnormally dry for early June.
After improvements in drought conditions across north Georgia during the cool season, conditions are expected to worsen over the next several months.
Summer routinely brings temperatures in the 90s. Georgians can expect hot, dry weather to cause very rapid soil moisture loss over the next week. This loss in soil moisture will also drop stream flows and groundwater levels.
Several indicators are used in drought classification: 30 day rainfall, 90 day rainfall, 6 month rainfall, 12 month rainfall, 24 month rainfall, rainfall since the previous October 1 (the “water year”), soil moisture, stream flows, groundwater levels and reservoir levels.
Across much of south Georgia, 30- and 90-day rainfall has been well below normal. Thirty day rainfall over much of south-central and southwest Georgia has been less than half of normal. Some locations reported less than one-quarter of normal rainfall over the past month.
Ninety day rainfall across the southern half of the state has been generally less than 70 percent of normal with pockets in south-central and southwest receiving less than 50 percent of normal rain.
Stream flows across most of the state are currently just above the previous record-low flows for early June. Many of the current stream-flow records across the state were set in 1988 and 2007.
A few locations are setting daily records for low flow including the Chattooga River near Clayton, the Oconee River at Milledgeville, the Flint River near Oakfield and at Newton and the Withlacoochee River near Quitman.
Soil moisture levels are extremely low along and west of I-75 and along and north of I-20. With little rainfall and temperatures in the 90s, soil moisture levels which had been in relatively good shape for the remainder of the state have been dropping very quickly over the past couple of weeks.

Extreme drought conditions exist in Banks, Elbert, Franklin, Hart and Stephens counties of northeast Georgia. This means that multiple drought indicators are at levels that we expect about once in 50 years.
The counties north of a Carroll - Fulton - Clayton - DeKalb - Rockdale - Walton - Oconee - Oglethorpe - Wilkes - Lincoln counties line are classified as being in severe drought. This means that multiple drought indicators are at levels that we expect about once in 20 years.
Moderate drought is now found in the counties north and west of a Lowndes - Cook - Tift - Turner - Crisp - Dooly - Houston - Bibb - Jones - Baldwin - Hancock - Glascock - Warren - McDuffie - Richmond line. Moderate drought classification occurs when multiple drought indicators are at levels we expect about once in 10 years.
Mild drought conditions have developed in Ben Hill, Berrien, Bleckley, Bryan, Burke, Chatham, Echols, Effingham, Irwin, Jefferson, Lanier, Liberty, Pulaski, Twiggs, Washington, Wilcox and Wilkinson counties. Mild drought means that several drought indicators are at levels we expect about once in seven years.
The following seven southeast Georgia counties are currently classified as not being in drought: Appling, Bacon, Brantley, Glynn, Pierce, northern Ware and Wayne. However, soil moisture is decreasing rapidly in these counties. Drought conditions could develop over the next several weeks in these counties.
The remaining south Georgia counties are classified as abnormally dry for early June. Localized drought conditions are starting to develop in these counties.
Widespread drought conditions are expected in these counties within the next couple of weeks. Abnormally dry means that several drought indicators are at levels that we expect about once in five years.
For the next several months, Georgia’s best chance for widespread drought relief will be tropical disturbances. However, the tropics usually don’t become active until late summer.
June and July are critical. Without major rain events the soils will continue to become drier leading to lower stream flows, groundwater levels and reservoir and pond levels.

Drought lingers across north Georgia
Winter and early spring rains have helped, but north Georgia remains in severe to extreme drought. The northern coastal plain is abnormally dry. Moisture conditions for the southern coastal plain along the Florida border are near normal for now.
From Oct. 1 through the middle of April is considered Georgia’s moisture recharge period, when the state typically gets more rain than moisture loses due to evaporation and plant use.
North Georgia didn’t receive enough rain to fully recharge soil moisture, groundwater, streams or reservoirs. Since Oct. 1, north Georgia has received only 70 percent to 80 percent of normal rainfall.
Most north Geogia streams are at or near record low flows for late April. At many locations, only 1986 and 2007 stream flows were lower than they are now.
Both Lake Lanier and Lake Hartwell are well below desired levels for late April. Smaller reservoirs are near full, though. However, with the extremely low stream flows across north Georgia, these smaller reservoirs must be managed well because drought conditions are expected to continue.
From the northern coastal plain to the North Carolina and Tennessee borders, soil moisture is abnormally low. It is especially low across the northern piedmont and into the mountains. In northwest Georgia, soil moisture is extremely low.
Soil moisture in south-central and southeast Georgia is near normal for late April. But levels are already decreasing. In southwest Georgia, most flows are low for late April and decreasing. The development of drought conditions over the next month is possible.
Late April through October, moisture loss from soils is usually greater than rainfall. If Georgia has normal weather this summer, we can expect the soils to continue to dry out and groundwater levels, stream flows and reservoir levels to drop across the entire state.
